OHS Policy/Commitment

-Scope of application of the policy

The company's OHS policy applies to all operations/employees of the company and its units, as well as contractors or individuals under the supervision of the company.

-Compliance with relevant international standards and regulations on occupational health

The Company strictly complied with the Law on Production Safety of the People’s Republic of China, the Fire Protection Law of the People’s Republic of China, the Law on Prevention and Control of Occupational Disease of the People’s Republic of China, the Regulations on Worker’s Compensation Insurance and the Regulations on Public Health Emergencies, the Regulations on the Safety and Management of Hazardous Chemicals and other various national laws and regulations. At the same time, we have formulated internal management guidelines such as the Management Measures for Work Safety in Construction Projects (《建設工程安全生產管理辦法》) and Management Measures for Infrastructure Equipment (Inspection) (Trial) (《基礎設施設備(巡檢)管理辦法(試行)》) to standardize the supervision and management of the Company’s safe production.

-Plan

The Company and each unit need to comprehensively revise and sign the Responsibility Letter for Safety, Environmental Protection and Quality Targets (《安全環保品質工作目標責任書》) every year according to the actual situation, and make a summary report on safety production at the end of the year. Moreover, the headquarters of the Group will issue the key work arrangements for safety production in the next year to each unit to ensure that each operating unit clearly understands its position in the Group’s safety production system and its safety production responsibilities.

-Commitment to Continuous Improvement of OHS Management System Performance

The Company continuously standardises and refines its occupational health and safety management system and continuously monitors its occupational health and safety management system; it ensures that its employees are able to work in a healthy and safe environment by means of a comprehensive occupational health and safety management system; at the same time, in order to enhance the safety awareness and skills of its employees, the Company is actively engaged in various safety trainings to reduce the risk of work-related injuries or hazards of occupational diseases, and to continually improve the Company's occupational health and safety system to enhance the performance of its occupational health and safety management.

-Quantitative targets for improving OHS performance indicators

Universal Medical Group sets applicable occupational health and safety performance objectives in accordance with the Company's occupational safety policy, with the overall objective of eliminating the occurrence of fatalities, serious injuries (including acute occupational poisoning) to three or more people at a time or direct economic losses of 1 million yuan or more in production safety accidents, and large and above environmental pollution incidents. Other related objectives include: 100% safety risk control rate, 100% rectification rate of hidden production safety accidents; 100% occupational health inspection rate of employees engaged in operations exposed to occupational disease hazards before, during and after leaving work; and 100% wear and use rate of labour protective equipment.

-Highest decision-making body for occupational health and health and safety policy

The Group has established a Safety, Environment and Quality Management Committee, which is responsible for making decisions and deploying the Company's work safety and occupational health efforts.

OHS Procedure

-Occupational health and safety risk and hazard assessment

In accordance with the above laws and regulations related to occupational health and safety, the Group has formulated and implemented policy documents such as the Quality and Safety Standards Management Pathway (《質量安全標準管理路徑》), the Guidelines for Standardization of Safety Production (《安全生產標準化指引》), the Measures for the Supervision and Administration of Safety Production (《安全生產監督管理辦法》), and the Overall Emergency Response Plan for EHS Accidents (《EHS事故總體應急預案》), to standardize the Group’s management of occupational disease hazards, safety production principles, main responsibilities of operating units, and hidden danger investigation and management.

-OHS risk response

Affiliated units have formulated security risk classification and control reports, in which risks are classified and different control levels and corresponding control initiatives are clearly defined.

-Emergency response

The Company has formulated the Emergency Management Measures for Emergencies of General Universal Medical Group Limited, the General Emergency Response Plan for EHS Accidents of General Universal Medical Group Limited, and the Holiday Duty Leader Management System of General Universal Medical Group Limited.

-Internal inspection

The Company has established a mechanism for safety inspections, issued relevant work systems and formulated safety inspection standards. In accordance with the work deployment, flight inspections are carried out on its units, and sometimes internal and external experts are hired to carry out inspections in collaboration with the aim of eliminating hidden problems.

-Occupational health and safety training

In order to enhance the safety awareness and skills of our employees, the Company actively conducts educational safety training for different production processes to reduce the safety risks of work-related injuries or occupational disease hazards.

-Progress in occupational health and safety risk control

The Company strictly complied with the Law on Production Safety of the People’s Republic of China, the Fire Protection Law of the People’s Republic of China, the Law on Prevention and Control of Occupational Disease of the People’s Republic of China, the Regulations on Worker’s Compensation Insurance and the Regulations on Public Health Emergencies, the Regulations on the Safety and Management of Hazardous Chemicals and other various national laws and regulations. At the same time, we have formulated internal management guidelines such as the Management Measures for Work Safety in Construction Projects (《建設工程安全生產管理辦法》) and Management Measures for Infrastructure Equipment (Inspection) (Trial) (《基礎設施設備(巡檢)管理辦法(試行)》) to standardize the supervision and management of the Company’s safe production. Under good supervision of work safety, the Group did not have any work safety accidents that caused any serious injury or fatality in the past three reporting years (including the reporting period), and the number of working days lost due to work-related injuries and work-related fatalities of the Group's employees were nil.
