Among the growing trend of studying the spirit of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China, Hao Peng, secretary of Party Committee and director of the State-owned Assets Supervision and Administration Commission of the State Council (“SASAC”), visited Genertec Universal Medical on the afternoon of November 17th to conduct research and provide guidance on spirit implementation, during which he also joined a symposium with Genertec management team.

Hao Peng stressed that studying and implementing the Plenary Session spirit is a major political task from now on. Our ideas and actions need to follow general secretary Xi jinping’s important speech and the spirit, strengthen our consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold Comrade Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and uphold the Central Committee’s authority and its centralized, unified leadership. We also must stand firm in our ideals and convictions, stay true to our Party’s founding mission, focus on primary responsibilities and major undertakings, deepen reform and open up across the board, strengthen innovation-driven development, improve the development structure, and speed up efforts to promote high-quality development.

Hao Peng presided over the symposium, combined with the personal experience of participating the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China, conveyed the spirit of the session. He pointed out this is a session of great historical significance held at an important historical juncture. At the session, the Central Committee considered and adopted the Resolution on the Major Achievements and Historical Experience of the Party over the Past Century, which reveals that why we were successful in the past and how we can continue to succeed in the future. We must have a profound and accurate understanding of the spirit’s decisive significance to the cause of the Party and the country in the new era and to the historical course of the great rejuvenation of the Chinese nation. We must become more conscious of our thinking, politics, and actions, and be more determined to study Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era to guide our practice, and promote our work. We need to carry out economic work, especially the important deployment of state-owned enterprises, keep in mind" the top priorities of the country", scientifically make the enterprise development strategic positioning, actively participate in the course of "Manufacturing Power" and "Healthy China", carry out the reform of SOEs operation requirements, and establish modern enterprise system with Chinese characteristics. We also need to continuously enhance the core competitiveness of enterprises and accelerate high-quality development.

Yu Xubo, chairman and secretary of Party Committee of Genertec, expressed his heartfelt thanks and warm welcome to Hao Peng and other SASAC officials. Yu Xubo said that Hao Peng personally came to Genertec to preach the Plenary Session spirit and conducted research on Genertec’s medical and health sector, which fully reflected SASAC party committee’s great attention on studying and implementing the spirit and the warm solicitude for Genertec’s staff.

Yu Xubo reported the work from three aspects: the learning and implementation of the spirit of the sixth Plenary Session, the overall situation of Genertec’s reform and party building, and the reform and development of Genertec’s medical and health sector.

“A Vigorous Study Campaign on the Spirit of the Session”

Yu Xubo said that Genertec party group took studying and implementing the spirit as a major political task, with a high degree of political consciousness to promote Genertec’s staff to study and implement the spirit of the session.

In terms of learning, Genertec has thoroughly studied the communique of the sixth plenary session of the 19th Central Committee of the Communist Party of China.

In terms of organization, Genertec has formulated the Working Plan of studying and implementing the spirit of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China, which puts forward 16 specific measures from four aspects of deepening study, systematic training, comprehensive publicity and strengthening publicity, and defines responsible leadership, responsible departments and deadline for completion.

In terms of publicity, Genertec has set up publicity columns on both internal and external websites with online and offline efforts.

“Greater Sense of Mission to Serve the National Strategy”

In terms of reform and development and Party building, Yu Xubo said that the Party group of Genertec follows the important speech context of General Secretary Xi Jinping at the National Conference on Party Building Work in State-Owned Enterprises, deeply studies and implements the spirit of the 19th National Congress of the Communist Party of China and the Second, Third, Fourth and Fifth Plenary Session of the 19th Central Committee of the Communist Party of China, keeps in mind" the top priorities of the country", adheres to the overall leadership of the Party with the support of SASAC, and continues to serve the national strategy.

Genertec will continue to strengthen party building under the guidance of party political building, uphold the Central Committee’s authority and its centralized, unified leadership and ensure that the guiding principles of General Secretary Xi Jinping's instructions and the decisions of Central Party Committee are implemented. Genertec will strengthen the theory, promote the popularization and implementation of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, strengthen the party's leadership, gather talents for the high-quality development, strengthen community-level Party organizations and create a sound political environment.

Genertec will continue to optimize the structure, clarify the strategic direction, focus on major businesses, build a professional operation system, and ensure the implementation of the 14th Five-Year Plan. In terms of medical and health business development, Yu Xubo said that since 2018, the Party group of Genertec has implemented the important instructions of General Secretary Xi Jinping on the health industry and the relevant deployment of Party Central Committee and State Council, actively participated in the reform of SOEs medical institutions under the support of SASAC, and fully supported for the development of medical institutions.

First, Genertec thoroughly implements the requirements of SASAC and promotes substantial progress in the reform of medical institutions run by SOEs. Second, Genertec gives full play to its overall advantages to empower medical institutions in an all-round way, and insists on investment, coordination, management, reform and innovation to promote the high-quality development of medical and health services. Third, Genertec continues to serve the national strategy, escorts the development of national key fields and fights the epidemic following the orders of Party Central Committee. Genertec implements the important instructions of General Secretary Xi Jinping on promoting high-quality medical resources to grass-roots units, and orderly promotes the construction of "small clinics" to meet the needs of employees for medical treatment nearby. Before the symposium, Hao Peng visited the special exhibition of " studying and implementation the spirit of the Sixth Plenary Session of the 19th Central Committee of the Communist Party of China" by Genertec Universal Medical. Yu Xubo described the mission, vision, values and layout of the three main businesses of Genertec, especially its responsibilities in undertaking the reform task of separating medical institutions from SOEs, and shared specific cases of caring for employees' health, assisting in the Belt and Road and developing primary healthcare.

Hao Peng listened to the report from Genertec Universal Medical（环球医疗）, Genertec Medical（通用医疗）, Health China（国中康健）, Aerospace Medical and Science（航天医科） and China Xinxing（新兴公司）. By video link, Hao Peng expressed his appreciation to the medical staff of Genertec Universal CREC Xi'an Hospital (环球医疗中铁西安医院) and the frontline staff of Xinxing Construction in Kazakhstan（新兴公司新兴建设驻哈萨克斯坦分公司） for their devotion and encouraged them to work hard.

He pointed out that the Party's history is a history of seeking happiness for the people. As a central SOE, Genertec has been focusing on three pillar businesses - advanced manufacturing and technical services, medical and healthcare, and trade and engineering services, and will continuously pursue its mission to create a better life through technological progress and high-quality customer service.
