Commitment to Financial Inclusion

Universal Medical is committed to creating innovative, high-quality, and efficient financial service models. We have formulated inclusive finance policies and made public commitments. Based on market research and customer feedback, we innovate and expand the types and scope of financial services provided to vulnerable groups. Moreover, we establish specialized complaint channels tailored to the needs and preferences of our target groups and flexibly adjust our service delivery methods. For instance, in dealing with supply chain finance for small and medium-sized enterprises and inclusive finance leasing services, we adopt electronic seals for contract signing to improve the efficiency of review processes.

The Group carries out diversified public welfare support for groups with relatively limited resources, providing various convenient services and support beyond financial assistance. For example, the Company provides public welfare training on financial knowledge and health management, organizes community health lectures and free medical consultation services, and conducts vocational skills enhancement workshops, thereby improving their sustainable development capabilities and quality of life. The Company has established effective procedures to prevent target customers from incurring over-indebtedness as a result of obtaining financial services, ensuring sustainable and prudent business operations.

Additionally, we have implemented a customer-friendly complaint and feedback mechanism for inclusive finance clients, promptly addressing and resolving client issues. Through employee training, we prevent aggressive sales tactics, misleading marketing, and disrespectful behavior toward clients, thereby safeguarding client rights and maintaining corporate reputation. We also actively collaborate with industry organizations and external partners to expand the coverage of inclusive finance services and enhance service quality and efficiency.

-Expand Inclusive Financial Services

The Group provides financial literacy training and high-quality healthcare services to the target groups of inclusive finance, aiming to broadly promote financial well-being and inclusivity. To sustainably develop inclusive finance business, we maintain close ties with external partners, jointly exploring new opportunities for market expansion and product innovation.

-Strengthen Inclusive Finance Supervision

The Strategy and ESG Committee, established by Universal Medical as a dedicated committee responsible for matters related to sustainable development, oversees the formulation and implementation of policies and procedures related to inclusive finance.

The Group expressly prohibits employees from using aggressive, misleading, coercive or undue-pressure sales practices in business promotion, customer communication and product sales, and also prohibits any disrespectful, unfair or discriminatory treatment of target customer groups.

-Conduct Inclusive Finance Training

The Group regularly hosts financial and industrial seminars to enhance employees' professional competence and service capabilities in the medical service and manufacturing industries, ensuring that we provide high-quality inclusive financial services to small and micro-enterprises/institutions with respect and professionalism. The Group expressly prohibits employees from using aggressive, misleading, coercive or improperly pressuring sales practices in business promotion, customer communication and product sales. The Company also prohibits any disrespectful, unfair or discriminatory treatment of target customer groups.

Inclusive Finance Products and Services

The Group actively provides financial leasing services to target customers such as small, medium, and micro-medical institutions, as well as small and medium-sized enterprises, aiming to meet their financing needs. In 2025, Universal Medical reached 4 small and micro enterprises and entered into 4 inclusive leasing contracts, with a total contract amount of RMB11.42 million. The Xiaotong e-Chain platform reached 89 small and micro enterprises and supported them in completing 402 financing transactions under supply chain finance business, with total financing amounting to RMB99.01 million.

1.Poor/Low-Income Groups:

The Group provides financial leasing services for equipment to Shangqiu Maternal and Child Health Hospital, improving medical conditions for women and children;

2.Rural/Remote Area Groups:

We offer financial leasing services to Yinan Funong Photovoltaic Power Generation Co., Ltd. (poverty alleviation photovoltaic project) in Linyi, Shandong Province, supporting their efforts;

3.Groups with Health Conditions or Disabilities:

The Group provides financial leasing services for equipment to Wulian County Rehabilitation Hospital, specifically to county-level rehabilitation hospitals, improving medical conditions for those with health conditions or disabilities;

By offering flexible and diverse financial leasing solutions, we assist these small, medium, and micro-clients in obtaining liquidity support, alleviating financial pressure, and promoting the healthy development of both enterprises and individuals.

Non-financial Support

In 2025, the Xiaotong e-Chain platform provided digital financial platform services to small and micro suppliers corresponding to 14 core enterprises. The services included information interaction and processing between relevant products and funding providers, guidance on platform registration and business operations, online issuance, confirmation, transfer and information recording of products, as well as project document review. Through relevant technology services, 13 core enterprises effectively completed a total of 658 voucher issuances, 73 corporate customers participated in a total of 139 transfer transactions, and 89 small and micro suppliers effectively completed a total of 402 financing disbursements.
